What can Newton do to achieve more homes now?

The best way to get more homes and the commercial development we want is to make clear rules (e.g. zoning, building codes, and other local ordinances) and then approve new projects that comply with those rules without further review.

Allow more affordable homes

Permit the conversion of existing houses into multiple units. Allow an addition toward the rear to accommodate safe access, baths & kitchens if necessary.

Allow smaller lots with less street frontage to encourage more smaller homes. This particularly makes sense when most properties in a neighborhood have less frontage, or smaller lots than currently required.

Automatically approve multifamily projects with a higher number of affordable units if they follow local ordinances and building codes, and spare them the slow, expensive, and risky special permit process.

Expand the areas where housing can be built

Allow residential and commercial uses in manufacturing districts. Many such areas are underutilized and could become vibrant new neighborhoods.

Identify existing commercial areas where adding housing makes sense. Develop a clear set of rules to guide the scale and form of the development we want.

Ensure recent zoning changes are working

Help preserve more homes by adjusting some of the rules in the new Multi Residential Transit (MRT) district: Allow more flexibility in the number of units; reconsider parking space size and location; allow space to accommodate accessibility; allow a full 3rd floor to increase design options. Expand this opportunity to more areas in Newton, especially near transit.

Monitor the progress in recently rezoned areas of our village centers. Adjust the rules if needed to deliver the housing we need. Does there need to be another story allowed when retail is required on the first floor? Consider expanding this zoning opportunity to other villages or commercial areas.

Help preserve carriage houses

Allow separate ownership from the main house. Financing renovations is expensive but necessary to keep them from being torn down. Allowing by-right conversion, as opposed to
a special permit, would provide greater incentive for preservation.

Make Accessory Dwelling Unit (ADU) rules more flexible for existing carriage houses. Allow larger carriage houses to become homes for two families.
